How Environmental Governance Can Combat Nigeria's Climate Challenges


 

Nigeria is facing significant climatic challenges, with a notable increase in the frequency and severity of heavy rainfall events. This has led to widespread flooding, impacting millions of people and causing substantial damage to infrastructure. As climate change continues to influence rainfall patterns and intensify storms, flooding is anticipated to become more commonplace, putting over 4.2 million people at risk. The Nigeria Climate Change Forum in Abuja in 2024 specifically addressed these challenges and emphasized the need for long-term solutions, including implementing sound policies and robust laws, and strengthened institutional capacity in tackling these issues and promoting sustainable development.

Strengthening Nigeria's Environmental Laws and Governance


The current environmental legislation in Nigeria, including the EIA Act, NESREA Act, and NOSDRA Act, contains significant gaps and inadequacies in its implementation. Underfunding, insufficient resources, and lack of training for organizations such as NESREA and NOSDRA have resulted in ineffective enforcement. The existing penalties for environmental infractions are inadequate to deter harmful practices. Additionally, overlapping jurisdictional authorities among agencies have led to inefficiencies, and outdated regulations like the Forestry Act do not address contemporary environmental challenges such as climate change. Public involvement and understanding in environmental decision-making are also lacking. To address these issues, Nigeria should consider measures such as increasing funding and providing enforcement training, updating and harmonizing legislation to address evolving challenges, imposing stricter penalties, defining clear agency roles, and promoting public participation. Initiatives to promote environmental education and provide incentives, such as tax rebates for environmentally sound practices, can enhance compliance and ensure the protection of Nigeria's natural resources. These proactive steps will not only strengthen environmental governance but also contribute to sustainable long-term development.

 

Promoting Sustainable Land Use Practices

Land use patterns in Nigeria have been a significant contributor to climate change, primarily due to deforestation. From 2001 to 2022, Nigeria experienced a nearly 12% reduction in forest cover due to agricultural expansion, logging, urbanization, and infrastructural development. This deforestation has diminished the land's capacity to sequester and store CO2, consequently hastening climate change. Additionally, unsustainable agricultural practices such as overgrazing and the use of synthetic fertilizers result in the emission of potent greenhouse gases like methane and nitrous oxide. The rapid urbanization in the country has also led to habitat loss, thereby reducing the presence of carbon-absorbing flora.

To address these concerns, Nigeria needs to adopt sustainable land management strategies. This includes the enforcement of legislation to promote agroforestry and soil conservation, as well as integrated land use planning to synchronize development efforts. Supporting local governance for participatory land management is crucial, along with educational and capacity-building initiatives through training programs, demonstration projects, and farmer field schools. Community participation, awareness campaigns, and incorporation of traditional practices are also vital. Financial and technical support, such as credit, subsidies, and research investment, can facilitate the adoption of sustainable practices. Furthermore, monitoring and evaluation, along with the establishment of indicators and feedback mechanisms, will be essential for assessing and adapting plans. These interventions will not only mitigate the impacts of climate change but also enhance environmental well-being and livelihoods within the community.

 

Investing in Renewable Energy

Nigeria possesses significant untapped renewable energy potential, particularly in solar, wind, and hydropower resources. Solar radiation levels average 5.25 kWh/m²/day, with northern regions experiencing levels as high as 7 kWh/m²/day. Even leveraging just 0.1% of Nigeria's land for solar farms could yield a substantial 89,126 MW of power, a remarkable contrast to the existing capacity of only 112 MW as of 2023. In the north, wind speeds range from 4.0 to 6.0 m/s, suitable for smaller-scale turbines. The hydropower potential stands at 14,750 MW, yet only 1,930 MW is currently utilized. However, various technical challenges such as limited grid infrastructure and energy storage, high upfront costs, regulatory inconsistencies, and inadequate public awareness present barriers to the widespread adoption of renewable energy in Nigeria. To overcome these challenges and facilitate adoption, Nigeria could draw from global best practices such as renewable energy mandates, feed-in tariffs, and net metering. For instance, the German example of aiming to generate 80% of its power from renewables by 2050 serves as a valuable model for Nigeria. Implementing similar policies, such as requiring utilities to integrate a specified proportion of renewable energy into their energy mix, may fuel investment and expansion in the renewable energy sector. Additionally, subsidies, tax incentives, grants, and soft loans can play a crucial role in overcoming financial barriers. Countries like China and Brazil have effectively utilized subsidies and tax incentives to promote renewable energy adoption, and Nigeria could follow suit by redirecting fossil fuel subsidies toward renewable energy initiatives and offering tax incentives to corporate players in the sector. Implementing these strategies can help Nigeria surmount existing obstacles and unlock its full renewable energy potential.

 

Enhancing Climate Change Adaptation

Climate change is having a severe impact on Nigeria, particularly on its agricultural sector. High temperatures and heat waves are causing significant spoilage of crops, with over 2,000 tons of yams and 2,500 tons of vegetables being lost annually, posing a threat to food security. Elevated CO2 levels and extreme weather events are also degrading soil quality, leading to decreased crop nutrition and health hazards. Flooding is another major threat, with devastating floods in 2012 and 2022 causing significant displacement of people, loss of lives, and economic damage. The agriculture sector alone suffered losses of ₦700 billion due to these events. Persistent droughts have further exacerbated conflicts between farmers and herders, leading to the displacement of approximately 1.7 million Nigerians between 2009 and 2018. To improve climate change adaptation, Nigeria should invest in advanced weather forecasting technology and early warning systems, implement sensors in high-risk areas, and acquire innovative monitoring tools. Additionally, incorporating climate risk assessments into insurance policies and developing a national adaptation framework involving key government institutions could help reduce vulnerability. The housing and building sector also has a crucial role to play in addressing climate change and mitigating environmental degradation. The Ministry of Housing and Urban Development could lead efforts to promote sustainable construction techniques like stilt dwellings, barriers around water bodies, and local energy-generating technology. Implementing community-based approaches that integrate traditional knowledge with modern strategies is essential for sustainable and effective climate change adaptation.

 

Conclusion

Nigeria faces severe climate impacts, including food spoilage, flooding, and conflicts. Effective environmental governance is crucial for addressing these challenges. Immediate action is needed, with collaboration among stakeholders, to implement adaptive strategies, invest in resilient infrastructure, and promote sustainable practices for future climate resilience.
